Since the beginning of this year, the "three new" products represented by electric passenger vehicles, lithium batteries, and solar batteries have grown rapidly.
Data show that in the first four months of this year, China's "three new" products of electric passenger vehicles, lithium batteries, and solar batteries exported a total of 353.48 billion yuan, a year-on-year increase of 72%, raising the overall export growth rate by 2.1 percentage points.
What commodities are included in the "Three New Samples" of foreign trade?
In trade statistics, the "new three items" include three categories of commodities: electric passenger vehicles, lithium-ion batteries and solar batteries. Since they are "new" commodities, the three have only had relevant HS codes and trade statistics since 2017, 2012 and 2009 respectively.
The HS codes of electric passenger vehicles are 87022-87024, 87034-87038, including pure electric vehicles and hybrid vehicles, and can be divided into passenger cars with more than 10 seats and small passenger cars with less than 10 seats.
The HS code of lithium-ion batteries is 85076, which is divided into lithium-ion battery cells for pure electric vehicles or plug-in hybrid vehicles, lithium-ion battery systems for pure electric vehicles or plug-in hybrid vehicles, lithium-ion batteries for aircraft and others, total four categories of lithium-ion batteries.
The HS code of solar cells/solar batteries is 8541402 in 2022 and before, and the code in 2023 is 854142-854143, including photovoltaic cells that are not installed in modules or assembled into blocks and photovoltaic cells that have been installed in modules or assembled into blocks.
Why is the export of "three new" commodities so hot?
Zhang Yansheng, chief researcher of the China Center for International Economic Exchanges, believes that demand pull is one of the important conditions for the "new three items" to form new competitive products for export.
The "three new" products were developed by seizing the major opportunities of the new energy revolution, the green revolution, and the digital revolution to promote the development of technological innovation. From this perspective, one of the reasons for the better export performance of the "three new" products is driven by demand. The initial stage of the "new three" products was driven by foreign demand for new energy products and technologies and subsidy support. When foreign countries implemented "double anti-dumping" against China, domestic support policy for new energy vehicles and new energy products was successively implemented.
In addition, competition-driven and supply improvement are also one of the core reasons. Whether domestic or international, the new energy field is the most competitive, and the supply-side structural reform has enabled China to make progress in the "new three" fields in terms of brand, product, channel, technology, etc., especially the technology of photovoltaic cells. It has advantages in all major aspects.
There is a huge demand space for the "three new" commodities in the international market
Liang Ming, director and researcher of the Foreign Trade Research Institute of the Ministry of Commerce Research Institute, believes that the current global emphasis on new energy and green and low-carbon development is gradually increasing, and the international market demand for "new three" commodities is very strong. With the acceleration of the carbon neutrality goal of the international community, China's "new three" commodities still have a large market space.
From a global perspective, the replacement of traditional fossil energy by green energy has just begun, and the replacement of fuel vehicles by new energy vehicles is also the general trend. In 2022, the trade volume of crude oil in the international market will reach 1.58 trillion U.S. dollars, the trade volume of coal will reach 286.3 billion U.S. dollars, and the trade volume of automobiles will be close to 1 trillion U.S. dollars. In the future, these traditional fossil energy and oil vehicles will be gradually replaced by green new energy and new energy vehicles.
